World War 1 uniform, aviator - logo on the photo?

I try to understand the meaning of certain themes grandfather WWI my uniform (see photo below). I think the "USR" refers to U.S. stocks (so I guess that would be uniform after serving), but there is a pin of crossed flags with a vertical "scepter"? between those of his "standing on his neck and a pair of wings on the pocket that I want to know. (I know who was an aviator and was "connected to the military intelligence service ... a member of the intelligence office of the Association, Sixth Corps Army Region "But do not know exactly what that means).
